How Property Tax Works in Jackson County

In Jackson County, property taxes are determined by a combination of the property’s assessed value and the local millage rate. Each year, the County Director of Equalization conducts assessments to determine the "full and true value" of real property. This assessment reflects current market conditions and ensures that the tax burden is distributed equitably among all property owners.

Once the total assessed value is established, the local taxing authorities—including the county, school districts, and municipalities—set their budgets. These budgets are converted into a millage rate (or tax rate). One mill represents $1 of tax for every $1,000 of assessed value. Your final tax bill is calculated by multiplying your property’s taxable value by the total millage rate applicable to your specific tax district.

Available Exemptions

South Dakota provides several property tax relief programs designed to assist specific groups of homeowners. Eligibility for these programs is generally determined by state law and administered at the county level:

  • Owner-Occupied Classification: Properties serving as a primary residence are taxed at a lower rate than non-owner-occupied or commercial properties.
  • Senior Citizens and Disabled Persons Tax Freeze: This program freezes the taxable value of a primary residence for qualifying low-income seniors and individuals with disabilities.
  • Disabled Veterans Exemption: Veterans who have a 100% service-connected disability, or are compensated at the 100% level due to individual unemployability, may be eligible for a significant reduction or exemption on property taxes for their primary residence.

Payment Schedule & Deadlines

Property taxes in Jackson County are billed annually and may be paid in two equal installments to ease the financial burden. To remain in good standing, please adhere to the following schedule:

  • First Half: Due by April 30th.
  • Second Half: Due by October 31st.

If you prefer, you may pay the full amount of your property taxes by the April 30th deadline. It is critical to note that failure to pay by these dates will result in the accrual of interest and penalties. Delinquent taxes eventually lead to a tax lien against the property, which can result in a tax deed sale if left unresolved for an extended period.

Appealing Your Assessment

If you believe your property has been over-assessed or incorrectly valued, you have the right to appeal. The process begins at the local level:

  1. Informal Review: Contact the Jackson County Director of Equalization to discuss your assessment and verify the data used to value your property.
  2. Local Board of Equalization: If a disagreement persists, you must file a formal written appeal to appear before the Local Board of Equalization, typically held in March.
  3. County and State Boards: If you remain dissatisfied with the local board's decision, you may further appeal to the Jackson County Board of Equalization and, subsequently, the South Dakota Office of Hearing Examiners.

Documentation such as recent appraisals, sales data of comparable homes, or evidence of structural issues is essential for a successful appeal.
